Taking off the old roof exposes the boards beneath it. Soft or damaged decking needs to be found then, while it can be seen, and replaced before it is covered. Ask your roofer to show you any board that needs work and to name that work in the written price.
A new roof laid over a weak deck does not solve the problem beneath it. The tear-off also reveals old flashing at walls and vents, where water can enter even when the field of the roof looks sound.

Underlayment goes on. Drip edge guides water off the eave, while flashing protects walls and vents.
